The signature preference that places signatures above quoted text does not work.

this bug bit me as well. recreating my mail settings. write them down. quit mail and then move your com.apple.mail.plist somewhere outside of ~/Library/Preferences. Open mail and recreate your accounts and settings. it's a pain but it works and as long as you hang onto the old file you don't risk losing your settings. may be worth archiving important messages before trying this.
